Collection outran exploitation years ago. What hasn’t kept pace is the layer that turns those torrents into decisions — and that gap is where the economics, the politics, and the engineering of ISR all now converge.
For Europe specifically, the consequence is a migration of the sovereignty question up the stack. The last few years settled the lower layers: launch, cloud, and increasingly the satellites themselves — Germany, Poland, Portugal, and Greece are buying constellations now, not imagery subscriptions. This spring settled the next question, with named contracts: European institutions will pay for exploitation software that isn’t controlled from another jurisdiction. The software that reads the sensor is the new sovereign ground, and it is still substantially unclaimed.
